﻿{"id":341,"date":"2024-12-12T07:56:18","date_gmt":"2024-12-12T07:56:18","guid":{"rendered":"https:\/\/wpmu.mau.se\/msm24group7\/?p=341"},"modified":"2024-12-12T09:55:12","modified_gmt":"2024-12-12T09:55:12","slug":"decolonizing-language-for-communicating-development","status":"publish","type":"post","link":"https:\/\/wpmu.mau.se\/msm24group7\/2024\/12\/12\/decolonizing-language-for-communicating-development\/","title":{"rendered":"Decolonizing Language for Communicating Development, Really?"},"content":{"rendered":"<div id=\"fb-root\"><\/div>\r\n<p><span data-preserver-spaces=\"true\">The Global South\u2019s discomfort with the West\u2019s idea of development isn\u2019t a hidden secret. Much that has made its way to the majority\/post-colonial nations since the modernization days have <\/span><span data-preserver-spaces=\"true\">been ripped apart<\/span><span data-preserver-spaces=\"true\"> by professionals and scholars in the South to reveal the unsuitability of the West\u2019s \u2018gift\u2019 in local contexts of Asia, Africa, and Latin America. <\/span><\/p>\n<p><span data-preserver-spaces=\"true\">The growing outcry against the sector\u2019s continued adherence to <\/span><span data-preserver-spaces=\"true\">the<\/span><span data-preserver-spaces=\"true\"> Western <\/span><span data-preserver-spaces=\"true\">ways of<\/span><span data-preserver-spaces=\"true\"> thinking about <em>what development can do and how<\/em> has resulted in the attempts to decolonize the field to empower voices from the margins.<\/span> <span data-preserver-spaces=\"true\">One of the areas that have seen intense decolonization efforts is that of <\/span><span data-preserver-spaces=\"true\">development<\/span> <span data-preserver-spaces=\"true\">language<\/span><span data-preserver-spaces=\"true\">.<\/span><span data-preserver-spaces=\"true\"> It is no longer critical that development initiatives <\/span><span data-preserver-spaces=\"true\">are communicated<\/span><span data-preserver-spaces=\"true\">, what<\/span><span data-preserver-spaces=\"true\"> also counts is <\/span><em><span data-preserver-spaces=\"true\">how<\/span><\/em><span data-preserver-spaces=\"true\"> they <\/span><span data-preserver-spaces=\"true\">are <\/span><span data-preserver-spaces=\"true\">communicated<\/span><span data-preserver-spaces=\"true\">. <\/span><\/p>\n<p><span data-preserver-spaces=\"true\">The language that has primarily <\/span><span data-preserver-spaces=\"true\">been used<\/span><span data-preserver-spaces=\"true\"> in the development sector is English. Practitioners adopting a decolonial approach believe that using English and other colonial languages to communicate development indicates the power hierarchies that continue to sideline regional voices and <\/span><span style=\"text-decoration: underline\"><a class=\"editor-rtfLink\" href=\"https:\/\/views-voices.oxfam.org.uk\/2024\/11\/no-english-no-job-ngos\/\" target=\"_blank\" rel=\"noopener\">local expertise<\/a><\/span><span data-preserver-spaces=\"true\">. For example, English continues to be seen by many, in both the Global South and the West, as a marker of capability and intelligence. <\/span><\/p>\n<p><span data-preserver-spaces=\"true\">However, with the recent focus on sustainable development goals and bottom-up approaches for increased community participation, there is a push to adopt local and indigenous languages <\/span><span data-preserver-spaces=\"true\">to better understand<\/span><span data-preserver-spaces=\"true\"> how people think about the world around them.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">In <\/span><em><span data-preserver-spaces=\"true\">The Nutmeg\u2019s Curse <\/span><\/em><span data-preserver-spaces=\"true\">(2021), Amitav Ghosh examines this interconnectedness of human life with its natural surroundings and concludes that the relationship <\/span><span data-preserver-spaces=\"true\">is best captured<\/span><span data-preserver-spaces=\"true\"> in the folk songs and stories of the local\/indigenous communities. What it shows is that the solutions to climate change and social injustices plaguing communities across the world can\u2019t <\/span><span data-preserver-spaces=\"true\">be sought<\/span><span data-preserver-spaces=\"true\"> using the <\/span><span style=\"text-decoration: underline\"><a class=\"editor-rtfLink\" href=\"https:\/\/www.yalejournal.org\/publications\/unlearning-the-masters-tools-can-international-development-be-decolonized\" target=\"_blank\" rel=\"noopener\">\u201cmaster\u2019s tools\u201d<\/a><\/span><span data-preserver-spaces=\"true\"> but through non-Western ways of communicating, interacting, and connecting that is informed by the immediate realities of the suffering communities.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">The realization has convinced people and organizations to work toward decolonizing development language by questioning the extractive logic of human progress since colonialism, especially during the Enlightenment period. In his interview with Devex, Moses Isooba, the executive director of the Uganda National NGO Forum, stressing the <\/span><span style=\"text-decoration: underline\"><a class=\"editor-rtfLink\" href=\"https:\/\/www.devex.com\/news\/sponsored\/how-use-of-language-can-breathe-life-into-localization-107920\" target=\"_blank\" rel=\"noopener\">role of language<\/a><\/span><span data-preserver-spaces=\"true\"> in creating structural changes for localization, asserts that<\/span><\/p>\n<blockquote><p><span data-preserver-spaces=\"true\">\u201cDevelopment is <\/span><span data-preserver-spaces=\"true\">something <\/span><span data-preserver-spaces=\"true\">that\u2019s<\/span><span data-preserver-spaces=\"true\"> done<\/span><span data-preserver-spaces=\"true\"> in English, Spanish, and French. Yet, language sets the terms of relational engagement. If we are going to have the systems change that we want, we need to start by changing the language, reinventing the language, and removing these old hints of colonialism, in line with the decolonization agenda.\u201d<\/span><\/p><\/blockquote>\n<p><span data-preserver-spaces=\"true\">Furthermore, highlighting the power asymmetries between the Global North and South, he remarks,<\/span><\/p>\n<blockquote><p><span data-preserver-spaces=\"true\">\u201cAlready the fact that someone is white and comes from the north means they come with power and privilege, and the fact that they speak English only reinforces that power.\u201d<\/span><\/p><\/blockquote>\n<p><span data-preserver-spaces=\"true\">But is it easy to move away from the colonial language? <\/span><span data-preserver-spaces=\"true\">Am<\/span><span data-preserver-spaces=\"true\"> I <\/span><span data-preserver-spaces=\"true\">not<\/span><span data-preserver-spaces=\"true\"> writing this blog post in English, knowing <\/span><span data-preserver-spaces=\"true\">very well<\/span><span data-preserver-spaces=\"true\"> that I could reach a wider audience, even in the Global South, by doing so?<\/span><span data-preserver-spaces=\"true\"> Abandoning the language they have been relying on to gain and share knowledge is tricky and puts students from post-colonial nations like India in a dilemma. <\/span><\/p>\n<p><span data-preserver-spaces=\"true\">When, throughout our lives, we have striven to prove to others&#8211;parents, teachers, examiners, friends, and employers&#8211; that we can communicate in English, how do we step back? After putting time and effort into perfecting the language that we <\/span><span data-preserver-spaces=\"true\">are told<\/span><span data-preserver-spaces=\"true\"> will determine our professional trajectory\u2014not just the entry but also promotions in the long run\u2014how do we step back? After spending thousands taking English language proficiency tests like TOEFL, IELTS, etc., to meet the Western academic institutions\u2019 language requirements\u2014how do we step back?<\/span><\/p>\n<p>&nbsp;<\/p>\n<figure id=\"attachment_342\" aria-describedby=\"caption-attachment-342\" style=\"width: 300px\" class=\"wp-caption aligncenter\"><img fetchpriority=\"high\" decoding=\"async\" class=\"wp-image-342 size-medium\" src=\"http:\/\/wpmu.mau.se\/msm24group7\/wp-content\/uploads\/sites\/102\/2024\/12\/Designer-300x300.jpg\" alt=\"\" width=\"300\" height=\"300\" srcset=\"https:\/\/wpmu.mau.se\/msm24group7\/wp-content\/uploads\/sites\/102\/2024\/12\/Designer-300x300.jpg 300w, https:\/\/wpmu.mau.se\/msm24group7\/wp-content\/uploads\/sites\/102\/2024\/12\/Designer-150x150.jpg 150w, https:\/\/wpmu.mau.se\/msm24group7\/wp-content\/uploads\/sites\/102\/2024\/12\/Designer-768x768.jpg 768w, https:\/\/wpmu.mau.se\/msm24group7\/wp-content\/uploads\/sites\/102\/2024\/12\/Designer.jpg 1024w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/><figcaption id=\"caption-attachment-342\" class=\"wp-caption-text\">Created by the author via Designer<\/figcaption><\/figure>\n<p>&nbsp;<\/p>\n<p><span data-preserver-spaces=\"true\">Writing about <\/span><a class=\"editor-rtfLink\" href=\"https:\/\/views-voices.oxfam.org.uk\/2024\/11\/no-english-no-job-ngos\/\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">the <span style=\"text-decoration: underline\">hiring criteria \u00a0in international development<\/span><\/span><\/a><span data-preserver-spaces=\"true\">, Abbas Kigozi writes,<\/span><\/p>\n<blockquote><p><span data-preserver-spaces=\"true\">\u201cIn international development today, language carries its <\/span><span data-preserver-spaces=\"true\">own<\/span><span data-preserver-spaces=\"true\"> form of privilege when <\/span><span data-preserver-spaces=\"true\">it comes to<\/span><span data-preserver-spaces=\"true\"> getting jobs and promotions. <\/span><span data-preserver-spaces=\"true\">In fact,<\/span><span data-preserver-spaces=\"true\"> proficiency in colonial languages <\/span><span data-preserver-spaces=\"true\">is frequently <\/span><span data-preserver-spaces=\"true\">prioritised<\/span><span data-preserver-spaces=\"true\"> above all else, including the local expertise <\/span><span data-preserver-spaces=\"true\">that is<\/span><span data-preserver-spaces=\"true\"> essential to the sector\u2019s supposed aims of <\/span><span data-preserver-spaces=\"true\">localisation<\/span><span data-preserver-spaces=\"true\"> and <\/span><span data-preserver-spaces=\"true\">decolonisation<\/span><span data-preserver-spaces=\"true\">.<\/span><span data-preserver-spaces=\"true\"> If we are serious about these aims, I would argue that needs to change.\u201d<\/span><\/p><\/blockquote>\n<p><span data-preserver-spaces=\"true\">And when we fail to step back because of our conditioning, \u201cNo English, No Future,\u201d or \u201cGood English, Better Outcomes,\u201d we become susceptible to being called out for our insensitivity to different ways of communicating, and worse, by \u2018white\u2019 colleagues high on the decolonizing agenda. In no time, decolonizing language<\/span><span data-preserver-spaces=\"true\">\u00a0becomes about us being unable to jump from one wagon to another. It is then about our unwillingness to be a part of someone else\u2019s politics before we get time to figure out our own. <\/span><\/p>\n<p><span data-preserver-spaces=\"true\">It is then essential to trace where the <\/span><span data-preserver-spaces=\"true\">calls to <\/span><span data-preserver-spaces=\"true\">decolonize<\/span><span data-preserver-spaces=\"true\"> emerge<\/span><span data-preserver-spaces=\"true\"> from and under what contexts. Discussing Oxfam International\u2019s <\/span><span style=\"text-decoration: underline\"><a class=\"editor-rtfLink\" href=\"https:\/\/policy-practice.oxfam.org\/resources\/inclusive-language-guide-621487\/\" target=\"_blank\" rel=\"noopener\">language guide<\/a><\/span><span data-preserver-spaces=\"true\"> that, the organization sees as a resource among many in the direction of decolonization, <\/span><span style=\"text-decoration: underline\"><a class=\"editor-rtfLink\" href=\"https:\/\/euideas.eui.eu\/2023\/05\/08\/coloniality-and-the-aid-bubble-can-language-be-a-driver-for-change\/\" target=\"_blank\" rel=\"noopener\">Carla Vitantonio<\/a><\/span><span data-preserver-spaces=\"true\"> writes: <\/span><\/p>\n<blockquote><p><span data-preserver-spaces=\"true\">\u201cAlthough Oxfam acknowledges the participation of many activists in the creation of the guide, we see no mention of any name. Conversations with other NGOs were not <\/span><span data-preserver-spaces=\"true\">apparently<\/span><span data-preserver-spaces=\"true\"> part of the process \u2013 not even those NGOs engaged in the Pledge for Change. <\/span><span data-preserver-spaces=\"true\">Traces of coloniality <\/span><span data-preserver-spaces=\"true\">emerge also<\/span><span data-preserver-spaces=\"true\"> through the fact that<\/span><span data-preserver-spaces=\"true\"> the document is published under Oxfam\u2019s copyright, raising suspicion of a certain knowledge <\/span><span data-preserver-spaces=\"true\">extractivism<\/span><span data-preserver-spaces=\"true\">.\u201d<\/span><\/p><\/blockquote>\n<p><span data-preserver-spaces=\"true\">Reading about decolonization for this <\/span><span style=\"text-decoration: underline\"><a class=\"editor-rtfLink\" href=\"https:\/\/wpmu.mau.se\/msm24group7\/\" target=\"_blank\" rel=\"noopener\">blog<\/a><\/span><span data-preserver-spaces=\"true\"> has <\/span><span data-preserver-spaces=\"true\">at least<\/span><span data-preserver-spaces=\"true\"> made me aware that I may be the product of the unjust and problematic system <\/span><span data-preserver-spaces=\"true\">that I<\/span><span data-preserver-spaces=\"true\"> wish to fight as a communications professional in the development sector.<\/span><span data-preserver-spaces=\"true\"> It has prepared me to turn towards languages I had sidelined as I spent hours perfecting my English\u2014a project that will continue as I seek jobs after my course. <\/span><span data-preserver-spaces=\"true\">It has also opened me to the idea of caring and learning about different communication styles from South and East Asia<\/span><span data-preserver-spaces=\"true\">, as well as<\/span><span data-preserver-spaces=\"true\"> engaging with development communication from a multilingual perspective.<\/span><span data-preserver-spaces=\"true\"> I do have a long way to go. Till then, I leave you with some lines from Maleeha Sattar\u2019s <\/span><span style=\"text-decoration: underline\"><a class=\"editor-rtfLink\" href=\"https:\/\/convivialthinking.org\/index.php\/2021\/11\/17\/like-any-other-language\/\" target=\"_blank\" rel=\"noopener\">poem<\/a><\/span><span data-preserver-spaces=\"true\"> that beautifully captures where I stand as a conflicted user of English, aspiring to make it in the development field. <\/span><\/p>\n<blockquote><p><span data-preserver-spaces=\"true\">\u201cHaving <\/span><span data-preserver-spaces=\"true\">internalised<\/span><span data-preserver-spaces=\"true\"> its status of bestowing statuses<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">I am also slowly imbibing English.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">Immersing myself in it <\/span><span data-preserver-spaces=\"true\">and<\/span><span data-preserver-spaces=\"true\"> yet <\/span><span data-preserver-spaces=\"true\">when<\/span><span data-preserver-spaces=\"true\"> I miss its nuances <\/span><span data-preserver-spaces=\"true\">those<\/span><span data-preserver-spaces=\"true\"> well<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">acquainted with it, judge me for being insufficiently Englishised,<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">Just like my village folks who deride me for being over-Englishised.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">Amidst all this, I oscillate to and fro, from margins to near <\/span><span data-preserver-spaces=\"true\">centre<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">Never making it to the <\/span><span data-preserver-spaces=\"true\">centre<\/span><span data-preserver-spaces=\"true\">!\u201d<\/span><\/p><\/blockquote>\n","protected":false},"excerpt":{"rendered":"<p>The Global South\u2019s discomfort with the West\u2019s idea of development isn\u2019t a hidden secret.
