More specifically, I wanted to explore how <em>social media<\/em> is used, and whether it has untapped potential for development, to balance its negative applications and the unsurprising but chilling addictive nature of social media algorithms brought to the fore in Netflix\u2019s recent documentary, <a href=\"https:\/\/www.thesocialdilemma.com\/\" target=\"_blank\" rel=\"noreferrer noopener\">\/the social dilemma<\/a>. However, my immediate challenge is the vastness of each of these concepts&#8230;<\/p>\n\n\n\n<p>First and foremost, there is no one migrant journey or experience, though media coverage of migration in recent years may lead the average reader to believe otherwise. Secondly, social media is an ever-evolving beast that encompasses a growing number of platforms. Nevertheless, despite the Big Tech giants snapping up the new kids on the block in an attempt to subsume all online networks, \u201cIt&#8217;s the people who use social media who create it, not the developers of platforms.\u201d &#8211; or so says <a href=\"https:\/\/www.ucl.ac.uk\/why-we-post\/discoveries\/5-people-who-use-social-media-who-create-it-not-the-developers-of-platforms\" target=\"_blank\" rel=\"noreferrer noopener\">UCL\u2019s Why We Post project<\/a>. And people (including all \u2018categories\u2019 of migrant) are anything but homogeneous in their use of social media. Indeed, UCL also found that most people now <a href=\"https:\/\/www.ucl.ac.uk\/why-we-post\/discoveries\/13-each-social-media-platform-only-makes-sense-in-relation-to-alternative-platforms-and-the-media\" target=\"_blank\" rel=\"noreferrer noopener\">use a range of online platforms<\/a> &#8211; referred to as \u2018polymedia\u2019. The temporary and fluctuating natures of both social media and migratory status, as well as their respective broad scopes, make it the work of far more than a humble blog post to fully explore how social media is and can be used within the migration and development world.<\/p>\n\n\n\n<p>Fortunately, like any internet writer faced with too much content for their word-limit (platform imposed or otherwise) I can turn to the listicle format made ubiquitous by bloggers worldwide, to highlight a selection of examples of social media\u2019s interplay with migration in my case-building for technology\u2019s role as a vector of development.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>How is social media used \u2018for good\u2019 within migration?<\/strong><\/h4>\n\n\n\n<p><strong>Awareness raising<\/strong><\/p>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"aligncenter size-large is-resized\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/wpmu.mau.se\/nmict202group2\/wp-content\/uploads\/sites\/4\/2020\/10\/Sincere-talk-1024x687.jpg\" alt=\"\" class=\"wp-image-475\" width=\"412\" height=\"276\" srcset=\"https:\/\/wpmu.mau.se\/nmict202group2\/wp-content\/uploads\/sites\/4\/2020\/10\/Sincere-talk-1024x687.jpg 1024w, https:\/\/wpmu.mau.se\/nmict202group2\/wp-content\/uploads\/sites\/4\/2020\/10\/Sincere-talk-300x201.jpg 300w, https:\/\/wpmu.mau.se\/nmict202group2\/wp-content\/uploads\/sites\/4\/2020\/10\/Sincere-talk-768x515.jpg 768w, https:\/\/wpmu.mau.se\/nmict202group2\/wp-content\/uploads\/sites\/4\/2020\/10\/Sincere-talk-1536x1030.jpg 1536w, https:\/\/wpmu.mau.se\/nmict202group2\/wp-content\/uploads\/sites\/4\/2020\/10\/Sincere-talk-258x173.jpg 258w, https:\/\/wpmu.mau.se\/nmict202group2\/wp-content\/uploads\/sites\/4\/2020\/10\/Sincere-talk.jpg 1803w\" sizes=\"auto, (max-width: 412px) 100vw, 412px\" \/><figcaption><strong>\u00a9<\/strong> IOM Armenia<\/figcaption><\/figure><\/div>\n\n\n\n<p>IOM Armenia\u2019s <a href=\"https:\/\/www.facebook.com\/ankeghts.asats\/\" target=\"_blank\" rel=\"noreferrer noopener\">Sincere Talk<\/a> campaign on Facebook, Twitter and Instagram improves HIV\/AIDS awareness among urban labour migrants in Armenia, using <a href=\"https:\/\/www.iom.int\/news\/sincere-talk-social-media-campaign-fights-stigma-armenia\" target=\"_blank\" rel=\"noreferrer noopener\">storytelling and multiple social media platforms<\/a> to share complicated information widely. <\/p>\n\n\n\n<p>The Africa-Europe Diaspora Development Platform\u2019s Twitter campaign <a rel=\"noreferrer noopener\" href=\"https:\/\/twitter.com\/hashtag\/AfricanDiasporaHeroesUnmasked?src=hashtag_click\" target=\"_blank\">#AfricanDiasporaHeroesUnmasked<\/a> promotes and celebrates how African diaspora individuals in Europe have supported Covid-19 response in their country of residence and heritage <\/p>\n\n\n\n<p>The International Refugee Committee clarifies the <a rel=\"noreferrer noopener\" href=\"https:\/\/twitter.com\/RESCUEorg\/status\/1316040354097819648\" target=\"_blank\">different words used when talking about people on the move<\/a>: refugee, asylum seeker, immigrant, migrant. Because words have power and are too easily misused.<\/p>\n\n\n\n<p><\/p>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"aligncenter size-large is-resized\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/wpmu.mau.se\/nmict202group2\/wp-content\/uploads\/sites\/4\/2020\/10\/refugee-1024x1024.jpeg\" alt=\"\" class=\"wp-image-476\" width=\"346\" height=\"346\" srcset=\"https:\/\/wpmu.mau.se\/nmict202group2\/wp-content\/uploads\/sites\/4\/2020\/10\/refugee-1024x1024.jpeg 1024w, https:\/\/wpmu.mau.se\/nmict202group2\/wp-content\/uploads\/sites\/4\/2020\/10\/refugee-300x300.jpeg 300w, https:\/\/wpmu.mau.se\/nmict202group2\/wp-content\/uploads\/sites\/4\/2020\/10\/refugee-150x150.jpeg 150w, https:\/\/wpmu.mau.se\/nmict202group2\/wp-content\/uploads\/sites\/4\/2020\/10\/refugee-768x768.jpeg 768w, https:\/\/wpmu.mau.se\/nmict202group2\/wp-content\/uploads\/sites\/4\/2020\/10\/refugee-1536x1536.jpeg 1536w, https:\/\/wpmu.mau.se\/nmict202group2\/wp-content\/uploads\/sites\/4\/2020\/10\/refugee-258x258.jpeg 258w, https:\/\/wpmu.mau.se\/nmict202group2\/wp-content\/uploads\/sites\/4\/2020\/10\/refugee.jpeg 2000w\" sizes=\"auto, (max-width: 346px) 100vw, 346px\" \/><figcaption><strong>\u00a9<\/strong> International Rescue Committee<\/figcaption><\/figure><\/div>\n\n\n\n<p><strong>Accountability<\/strong><\/p>\n\n\n\n<p>M\u00e9decins sans fronti\u00e8res endeavours to ensure the <a rel=\"noreferrer noopener\" href=\"https:\/\/twitter.com\/MSF_Sea\/status\/1315986286692519937\" target=\"_blank\">general public remain informed<\/a> on the progress (or lack thereof) in providing suitable facilities for asylum seekers in Greece after the refugee camp in Moria was <a rel=\"noreferrer noopener\" href=\"https:\/\/time.com\/5887085\/greece-moria-refugee-camp-blaze\/\" target=\"_blank\">devastated by fires<\/a> &#8211; just one example of how NGOs hold governments to account via social media.<\/p>\n\n\n\n<p>The International Catholic Migration Commission uses its platform <a href=\"https:\/\/twitter.com\/ICMC_news\/status\/1315963511487557632\" target=\"_blank\" rel=\"noreferrer noopener\">calls for big business and governments to focus on the impact of Covid-19 on people<\/a> over money and power.<\/p>\n\n\n\n<p><a href=\"https:\/\/reliefwatch.webflow.io\/\" target=\"_blank\" rel=\"noreferrer noopener\">Relief Watch<\/a> uses Facebook Messenger (among other) to affirm communities\u2019 agency to hold humanitarian actors to account, by facilitating experience sharing via a conversational, responsive chatbot system.&nbsp;&nbsp;<\/p>\n\n\n\n<p><strong>Community connections<\/strong><\/p>\n\n\n\n<p>Facebook, in particular, is frequently cited as a channel via which migrants keep in touch with those in their community of heritage and residence (as well as to seek information from and share content with their networks). A <a href=\"http:\/\/www.pfcmalta.org\/uploads\/1\/2\/1\/7\/12174934\/social_media_report_08-2016_-_final.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">study<\/a> carried out with non-Maltese in Malta finds this applies to EU nationals, Third Country Nationals and Asylum Seekers alike. Whilst a <a href=\"https:\/\/migration.unu.edu\/publications\/working-papers\/social-media-and-migration-research.html\" target=\"_blank\" rel=\"noreferrer noopener\">UNU MERIT Working Paper on Social Media and Migration<\/a> in 2014 reviewing existing research approaches to social media and migration noted that \u201csocial media&nbsp; enables&nbsp; migrants&nbsp; to&nbsp; passively&nbsp; monitor&nbsp; past&nbsp; social&nbsp; connections,&nbsp; which&nbsp; can&nbsp; help&nbsp; to sustain community, even across distances\u201d. Although in this regard the authors also noted that such online community engagement may slow down the process of integration.<\/p>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"aligncenter\"><img decoding=\"async\" src=\"https:\/\/lh5.googleusercontent.com\/Ki-br_ifEhxuuRPqNwct8mzqGCK1rHkYuXQw1cIJW9lrwG7CcpdEgT3DBx-v-aAEtKtWe2zQ6N0u6U-zoEygmDfawuoPOQOd4L6S3xnLc0dGqqH89Mda7fFSv50I3OtZAnbSOWk8\" alt=\"\" \/><figcaption><strong>\u00a9<\/strong> People For Change Foundation, Malta<\/figcaption><\/figure><\/div>\n\n\n\n<p><strong>Cultural identity preservation<\/strong><\/p>\n\n\n\n<p>Social media platforms have been used at national and grassroots level to preserve and promote cultural identity between sending country and migrant communities, from the annual campaign weeks to promote <a href=\"https:\/\/diasporafordevelopment.eu\/preserving-pacific-cultural-heritage-a-triangle-of-diaspora-engagement\/\" target=\"_blank\" rel=\"noreferrer noopener\">Pacific Island Nation languages<\/a>, to the ways the use of <a href=\"https:\/\/www.ucl.ac.uk\/why-we-post\/global-social-media\/what-friends-screen-may-mean-social-networking-shaping-filipino-diaspora\" target=\"_blank\" rel=\"noreferrer noopener\">online networking by Filipinos overseas<\/a> can \u201cexpress and recompense forms of Filipino extended personhood that persist from the pre-colonial era [and use can recreate] a sense of village-ness for migrants now scattered across a number of receiving nations.\u201d<\/p>\n\n\n\n<p><strong>Crisis response<\/strong><\/p>\n\n\n\n<p>This category deserves reams of paper, but the recent and continuing responses to the global Covid-19 pandemic throw up a host of examples of social media used by\/for migrants in varying capacities: <a href=\"https:\/\/www.iom.int\/news\/local-medics-team-diaspora-battle-covid-19-cyberspace\" target=\"_blank\" rel=\"noreferrer noopener\">identifying medical experts with migrant background via LinkedIn<\/a> to share skills; <a href=\"https:\/\/www.sdu.org.uk\/news\/invitation-to-join-a-webinar-on-corona-virus-disease-in-sudan-11-april-2020\" target=\"_blank\" rel=\"noreferrer noopener\">online knowledge transfer<\/a> from diaspora professionals to countries of heritage; crowdfunding for equipment across a variety of platforms and promoted on social media; <a href=\"https:\/\/www.opendemocracy.net\/en\/north-africa-west-asia\/times-crisis-diaspora-groups-know-what-do\/\" target=\"_blank\" rel=\"noreferrer noopener\">translating government communications<\/a> into different languages for migrant communities in the country of destination, and sending information back to countries of heritage&#8230;The list goes on, and will likely keep evolving whilst the pandemic continues, but is symbolic of the variety of ways social media are levied by and for migrants in times of crisis.<\/p>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"aligncenter size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"604\" height=\"466\" src=\"https:\/\/wpmu.mau.se\/nmict202group2\/wp-content\/uploads\/sites\/4\/2020\/10\/ADEPT.png\" alt=\"\" class=\"wp-image-482\" srcset=\"https:\/\/wpmu.mau.se\/nmict202group2\/wp-content\/uploads\/sites\/4\/2020\/10\/ADEPT.png 604w, https:\/\/wpmu.mau.se\/nmict202group2\/wp-content\/uploads\/sites\/4\/2020\/10\/ADEPT-300x231.png 300w, https:\/\/wpmu.mau.se\/nmict202group2\/wp-content\/uploads\/sites\/4\/2020\/10\/ADEPT-258x199.png 258w\" sizes=\"auto, (max-width: 604px) 100vw, 604px\" \/><\/figure><\/div>\n\n\n\n<p><strong>Protection<\/strong><\/p>\n\n\n\n<p>As mentioned in my <a href=\"https:\/\/wpmu.mau.se\/nmict202group2\/2020\/10\/06\/cloudy-with-a-chance-of-migration\/\" target=\"_blank\" rel=\"noreferrer noopener\">previous post,<\/a> localised analysis of social media has proved beneficial in identifying potential victims of human trafficking and people smuggling, as well as elements of the operations which might lead to intervention, through data mining, mapping and advanced analytics. Leveraging social media data in such a way creates opportunities for enhanced protection of the vulnerable and is something to be refined in collaboration with the network owners.<\/p>\n\n\n\n<p><strong>Information sharing<\/strong><\/p>\n\n\n\n<p>Across the various networks, we witness information being shared by individuals, authorities (local and national), civil society organisations and international organisations to support migrant communities in all their guises. This ranges all the way from the personal-level communication of memes and emoji to governmental service announcements, and somewhere between the two fall such initiatives as <a href=\"http:\/\/refugeetext.org\/\" target=\"_blank\" rel=\"noreferrer noopener\">Refugee Text<\/a> which combine both the personal interaction of social media with the official communiques of governments &#8211; such projects demonstrate the potential of social media to bridge worlds and create accessibility for all within the migration sphere.<\/p>\n\n\n\n<hr class=\"wp-block-separator is-style-default\" \/>\n\n\n\n<p>&#8230;If this were a Twitter thread, it would go on and on, and I would seek out additions from those more knowledgeable than me. However, as it is a comparatively retro-format the above list is in no way exhaustive; see it as a sign-post that demonstrates the breadth of scope of social media to facilitate positive change.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Digital dystopia<\/h4>\n\n\n\n<p>Despite the positive examples above, social media does not play a uniquely constructive role in migration and development; examples of nefarious uses proliferate the world-over. As Tristan Harris, Former Google Design Ethicist, described in \/thesocialdilemma: \u201c[Technology is] simultaneously utopia and dystopia.\u201d In terms of social media and migration we have claims that <a href=\"https:\/\/dailypost.ng\/2020\/09\/06\/social-media-pushing-youths-out-of-nigeria-iom\/\" target=\"_blank\" rel=\"noreferrer noopener\">\u2018success stories\u2019 on social media encourage migration<\/a> (subtext:<em> not<\/em> via legal pathways); platforms used for <a href=\"https:\/\/polarisproject.org\/wp-content\/uploads\/2018\/08\/A-Roadmap-for-Systems-and-Industries-to-Prevent-and-Disrupt-Human-Trafficking-Social-Media.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">recruitment and control of victims of human trafficking, as well as facilitating operations<\/a>. Similarly, migrant smugglers use combinations of social media to <a href=\"https:\/\/papers.ssrn.com\/sol3\/papers.cfm?abstract_id=3051186\" target=\"_blank\" rel=\"noreferrer noopener\">advertise and inform about their services to target audiences<\/a>, before <a href=\"https:\/\/www.compas.ox.ac.uk\/2020\/dangerous-digital-liaisons-an-inquiry-into-digital-policies-regarding-migrant-smuggling-on-social-media\/\" target=\"_blank\" rel=\"noreferrer noopener\">switching communication platform for direct communication and coordination<\/a>, making them difficult to track. In addition, there have been examples of national governments taking each other to task on social media over <a href=\"https:\/\/www.infomigrants.net\/en\/post\/23343\/fake-news-a-war-on-social-media-over-migrants-at-the-greece-turkey-border\" target=\"_blank\" rel=\"noreferrer noopener\">migration-related disagreements<\/a>. On the more official side of migration, social media is used to recruit \u2018labour migrants\u2019, although here the quality of information available and the subsequent recruitment and employment may be less ethical or fair. One example is the agricultural industry recommencing recruitment during the Covid-19 pandemic without suitable safeguarding mechanisms being in place (IOM speaking at webinar on GCM Objective 6, 6.10.20). This highlights a variation on the issue responsibility for information shared on social media: if the information shared by approved recruiters takes a migrant worker to a job (and perhaps country) with suboptimal, or even dangerous, conditions, does the social media platform share responsibility for the process?<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>The balance<\/strong><\/h4>\n\n\n\n<p>Despite the dystopian side, thanks to the diversity of the \u2018good\u2019 uses of social media, I am led to one conclusion: Social media reflects the people that use it, and by and large, people are good and kind.&nbsp;<\/p>\n\n\n\n<p>Therefore with regulation and accountability we can strive for social media to achieve its full potential as a vector of development (though the question of <em>how<\/em> is not for today). Clearly, this is no mean feat and requires collective effort from citizens, Big Tech and governments. Regulation needs to put people before economies and accountability needs to be bottom up and top down. This means better digital literacy alongside appropriate global-level policies to monitor and regulate the use of social media and the subsequent use of data generated.<\/p>\n\n\n\n<p>Social media will evolve, as its users (and markets) demand. The ways people, organisations and governments use it for good will both push and respond to these evolutions, as will those who use them for ill in migration and beyond. The question is, can we as a global community work together to ensure that the good outweighs the bad? Yes. In fact, social media gives us a global space in which to lead such a change.
