This social media campaign of the recent months seeks to address current human right violations and gender-directed restrictions imposed by the Taliban rule. How do ICTs (information and communication technologies) empower women who are \u201cliving challenging lives in difficult contexts\u201d (O\u2019Donnell and Sweetman, 2018, p.220)?<\/p>\n<h4><strong>Expat voices<\/strong><\/h4>\n<p>The <strong>online protest<\/strong> revolves around <a href=\"https:\/\/twitter.com\/search?q=%23donottouchmyclothes&amp;lang=en\"><em>#DoNotTouchMyClothes<\/em><\/a> and <em><a href=\"https:\/\/twitter.com\/hashtag\/AfghanistanCulture?src=hashtag_click\">#AfghanistanCulture<\/a><\/em> hashtags. It was started in September, following women led street demonstrations in major cities in Afghanistan, by an international development expert and gender specialist, former history professor at the American University in Kabul Dr. Bahar Jalali (see her <a href=\"https:\/\/twitter.com\/RoxanaBahar1?ref_src=twsrc%5Egoogle%7Ctwcamp%5Eserp%7Ctwgr%5Eauthor\">Twitter<\/a> and <a href=\"https:\/\/www.linkedin.com\/in\/bahar-jalali-2306136\">LinkedIn<\/a> profiles). In this sense, it gives human rights collectives a vehicle for immediacy, recognition, and agenda setting while also serving as a platform for branding and fund-raising\u201d (Ristovska, 2021, p.178).<\/em><\/p>\n<p>Back in mid-September I came across this campaign while casually scrolling through my feed on Instagram. <a href=\"https:\/\/www.instagram.com\/p\/CT4bm1EqH1C\/?utm_source=ig_web_copy_link\">The Guardian post<\/a> I first saw presented its article<strong> <a href=\"https:\/\/www.theguardian.com\/global-development\/2021\/sep\/15\/donottouchmyclothes-afghan-womens-social-media-protest-against-taliban\">reporting on<\/a> <\/strong>the <em>#DoNotTouchMyClothes<\/em> campaign. The post has since received more than 48k likes.<\/p>\n<figure id=\"attachment_82\" aria-describedby=\"caption-attachment-82\" style=\"width: 505px\" class=\"wp-caption aligncenter\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-82\" src=\"https:\/\/wpmu.mau.se\/nmict21group5\/wp-content\/uploads\/sites\/54\/2021\/10\/Picture-2-300x226.png\" alt=\"\" width=\"505\" height=\"381\" srcset=\"https:\/\/wpmu.mau.se\/nmict21group5\/wp-content\/uploads\/sites\/54\/2021\/10\/Picture-2-300x226.png 300w, https:\/\/wpmu.mau.se\/nmict21group5\/wp-content\/uploads\/sites\/54\/2021\/10\/Picture-2-430x323.png 430w, https:\/\/wpmu.mau.se\/nmict21group5\/wp-content\/uploads\/sites\/54\/2021\/10\/Picture-2.png 999w\" sizes=\"auto, (max-width: 505px) 100vw, 505px\" \/><figcaption id=\"caption-attachment-82\" class=\"wp-caption-text\">Instagram post by The Guardian<\/figcaption><\/figure>\n<p>&nbsp;<\/p>\n<p>This protest is an example of how \u201conline communications can post breaking news and almost instantaneously create movements to challenge injustices\u201d (O\u2019Donnell and Sweetman, 2018, p.224). Traditional media picks up on online activism and then their messages make international <strong>headlines<\/strong>. Here are some examples:<\/p>\n<ul>\n<li>BBC, <a href=\"https:\/\/www.bbc.com\/news\/world-asia-58550335\">Afghan women hit back at Taliban with #DoNotTouchMyClothes campaign<\/a>, 2021-09-13<\/li>\n<li>CNN, <a href=\"https:\/\/edition.cnn.com\/2021\/09\/13\/asia\/afghan-women-protest-hijab-mandate-intl\/index.html?utm_term=link&amp;utm_content=2021-09-13T20%3A30%3A11&amp;utm_medium=social&amp;utm_source=twCNN\">Afghan women are sharing photos of dresses to protest the Taliban\u2019s black hijab mandate<\/a>, 2021-09-13<\/li>\n<li>Reuters, <a href=\"https:\/\/www.reuters.com\/world\/asia-pacific\/this-is-how-we-dress-afghan-women-overseas-pose-colourful-attire-2021-09-15\/\">\u2018This is how we dress\u2019: Afghan women overseas pose in colourful attire<\/a>, 2021-09-15<\/li>\n<li>The New York Times<em><a href=\"https:\/\/www.nytimes.com\/2021\/09\/29\/style\/donottouchmyclothes-afghan-women-protest-taliban.html\">, #DoNotTouchMyClothes Afghan Women Protest Taliban Restrictions<\/a><\/em>, 2021-09-29<\/li>\n<li>American Vogue<em>, <a href=\"https:\/\/www.vogue.com\/article\/afghan-women-ethnic-dress-lema-afzal\">How One Afghan Woman Is Embracing Her Traditional Dress<\/a><\/em>, 2021-10-05<\/li>\n<\/ul>\n<p>As in any protest, sustaining media attention is of crucial importance, it is also <a href=\"https:\/\/twitter.com\/RoxanaBahar1\/status\/1444809463731470348\">a declared goal<\/a> of <em>#DoNotTouchMyClothes<\/em>:<\/p>\n<figure id=\"attachment_83\" aria-describedby=\"caption-attachment-83\" style=\"width: 583px\" class=\"wp-caption aligncenter\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-83\" src=\"https:\/\/wpmu.mau.se\/nmict21group5\/wp-content\/uploads\/sites\/54\/2021\/10\/Picture-3-300x82.png\" alt=\"\" width=\"583\" height=\"159\" srcset=\"https:\/\/wpmu.mau.se\/nmict21group5\/wp-content\/uploads\/sites\/54\/2021\/10\/Picture-3-300x82.png 300w, https:\/\/wpmu.mau.se\/nmict21group5\/wp-content\/uploads\/sites\/54\/2021\/10\/Picture-3-768x210.png 768w, https:\/\/wpmu.mau.se\/nmict21group5\/wp-content\/uploads\/sites\/54\/2021\/10\/Picture-3-430x118.png 430w, https:\/\/wpmu.mau.se\/nmict21group5\/wp-content\/uploads\/sites\/54\/2021\/10\/Picture-3.png 796w\" sizes=\"auto, (max-width: 583px) 100vw, 583px\" \/><figcaption id=\"caption-attachment-83\" class=\"wp-caption-text\">Tweet by @RoxanaBahar1<\/figcaption><\/figure>\n<h4><\/h4>\n<h4><\/h4>\n<h4><strong>ICT4W: agency and ability<\/strong><\/h4>\n<blockquote><p><em>\u201cIn addition to collective action and mobilisation through #MeToo, local online campaigns like #mydressmychoice and #iwillgoout, have led to concrete actions and outcomes that benefit women\u201d (O\u2019Donnell and Sweetman, 2018, p.218).<\/em><\/p><\/blockquote>\n<p>Research shows that the ICT4D\u2019s (information and communication technologies for development) potential to impact and ultimately change gender relations goes from removing focus on access and <strong>emphasizing empowerment<\/strong> (O\u2019Donnell and Sweetman, 2018, p.220).<\/p>\n<p>Studies (e.g., Hussain and Amin, 2018) revealed how women in urban areas of Afghanistan are prevented from exercising their ICTs enabled \u2018transformative\u2019 agency at a household level, when confronted with controlling and policing by men (O\u2019Donnell and Sweetman, 2018, p.220). To unfold the transformative potential of <strong>ICTs for women (ICT4W)<\/strong>, especially when addressing power and inequality, the \u201c4As\u201d (access, affordability, availability and awareness) have to be complemented by two more \u201cAs\u201d \u2013 <strong>agency and ability<\/strong> (O\u2019Donnell and Sweetman, 2018, p.220).<\/p>\n<p>Digital platforms <strong>offer spaces<\/strong> to fight gender-based brutality and enable activists to achieve substantial changes around the world at local, national and global levels (O\u2019Donnell and Sweetman, 2018, p.217). The <em>#DoNotTouchMyClothes<\/em> protest employs ICTs to restore social justice that is inseparable from gender equality. \u201cGender should be seen as a central issue in our understanding of ICTs in developing countries\u201d (Walsham, 2017, p.26) and emphasis should be put on women as key players in ensuring diversity, equity and inclusion.<\/p>\n<h4><strong>Have #AfghanWomen created a global movement?<\/strong><\/h4>\n<blockquote><p><em>\u201cIf development is seen as a process designed to enable people to free themselves from structural disadvantage, ICTs for development need to be seen in terms of their scope to help do this\u201d (O\u2019Donnell and Sweetman, 2018, p.219).<\/em><\/p><\/blockquote>\n<p>When marginalized groups are enabled to <strong>create content<\/strong> according to their own knowledge, then they do \u201cchallenge the racism, sexism, and post-colonial power inequalities that form part of the landscape of the online environment and the resources or content available\u201d (O\u2019Donnell and Sweetman, 2018, p.222). Social media offers a platform where these voices can be heard.<\/p>\n<p>Moreover, digitally networked protests offer ability to organize without formal organizations, which \u201cspeeds things up and allows for great scale in rapid times\u201d (Tufekci, 2017, p.xiii). Activism happening in and through the new media seeks to <strong>maintain the momentum<\/strong> of traditional media catching on and reporting their struggle.
