A paradigmatic illustration of this is the #BringBackOurGirls social networks\u2019 movement around Boko Haram\u2019s kidnapping of schoolgirls in Nigeria back in 2014<a href=\"#note2\"><sup>2<\/sup><\/a> (read more about it <a href=\"https:\/\/time.com\/90693\/bringbackourgirls-nigeria-boko-haram\/\" target=\"_blank\" rel=\"noopener\">here<\/a> or <a href=\"https:\/\/www.tandfonline.com\/doi\/full\/10.1080\/01436597.2020.1811663\" target=\"_blank\" rel=\"noopener\">here<\/a>) or, more recently, the movement of retaliation about the repression of women in Iran (see <a href=\"https:\/\/wpmu.mau.se\/nmict22group4\/2022\/10\/11\/silencing-women-how-ict-creates-both-boundaries-and-opportunities-for-social-change-in-iran\/\" target=\"_blank\" rel=\"noopener\">Ivona\u2019s article<\/a> on the subject).<\/p>\r\n\r\n<p>Mobile phones in particular have gained undisputed prominence for their potential to reduce inequalities and enable transformative change. Increasing popularity, widespread connectivity, and the portability of a device that meets people\u2019s needs where they are, whatever their social, cultural and economic conditions<a href=\"#note3\"><sup>3<\/sup><\/a>, make mobile technology a big promise in addressing development challenges, perfectly summed up by Melinda Gates in the video below.<\/p>\r\n<p>&nbsp;<\/p>\r\n\r\n<figure class=\"wp-block-embed is-type-video is-provider-youtube wp-block-embed-youtube wp-embed-aspect-16-9 wp-has-aspect-ratio\"><div class=\"wp-block-embed__wrapper\">\r\n<iframe loading=\"lazy\" title=\"Melinda Gates: A mobile phone can change a woman\u2019s life\" width=\"759\" height=\"427\" src=\"https:\/\/www.youtube.com\/embed\/iv-Xa2rKYlE?feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture\" allowfullscreen><\/iframe>\r\n<\/div><\/figure>\r\n\r\n<p>&nbsp;<\/p>\r\n\r\n<h3>But\u2026 is technology equally accessible for everyone?<\/h3>\r\n<p>The immense potential of ICTs in reducing inequalities and fostering development is undeniable, but access to technology in LMIC (low- and middle-income countries), mobile phones in particular, does not equal development and, most importantly, isn\u2019t equal for everyone.<\/p>\r\n\r\n<img loading=\"lazy\" decoding=\"async\" style=\"margin-top:50px\" class=\"size-medium aligncenter\" src=\"https:\/\/www.gsma.com\/r\/wp-content\/uploads\/2022\/05\/CW_MobileGenderGap_GIF_LongStitch.gif\" width=\"640\" height=\"360\" \/>\r\n<p style=\"font-size: 70%;text-align: center;padding-bottom: 30px\"><span style=\"color: #808080\">Mobile Gender Gap Report 2022 highlights, GSMA <\/span>[<a style=\"color: #808080\" href=\"https:\/\/www.gsma.com\/r\/gender-gap\/\" rel=\"noopener\" target=\"_blank\">source<\/a>]<\/p>\r\n\r\n<p>According to GSMA\u2019s <a href=\"https:\/\/www.gsma.com\/r\/gender-gap\/\" target=\"_blank\" rel=\"noopener\">Mobile Gender Gap Report 2022<\/a> recently launched, <strong>progress in closing the mobile internet gender gap has stalled in LMIC<\/strong>. While in 2017, 25% of women were less likely than men to use mobile internet, this figure dropped to 15% in 2020, but witnessed a 1% rise in 2021.<\/p>\r\n\r\n<p>Regarding ownership, <strong>women are now 18% less likely to own a smartphone than men<\/strong> (315M fewer women), and 7% less likely to own a mobile phone. The report states a slowdown in the awareness of mobile internet, after a rapid growth from 2017 to 2019.<\/p>\r\n\r\n<p>Currently, 60% of women use mobile internet but there are still 264M fewer women than men accessing it. Despite both men and women using their mobile phones for a wider range of activities in most of the countries surveyed, a gender gap still persists.<\/p>\r\n\r\n<p>The <strong>top 3 barriers<\/strong> responsible for preventing women from owning a phone and\/or adopting mobile internet are affordability, literacy and digital skills, and safety and security. A conclusion states that, in some countries, a significant proportion of smartphone users don\u2019t use mobile internet, particularly women.<\/p>\r\n\r\n<p>&nbsp;<\/p>\r\n<h3>Are mobile phones really game-changers for women? <\/h3>\r\n\r\n<p>Mobile phones show positive signs of closing the gender gap, but not without its downsides. Next, we will look into some widely discussed pros of <em>Mobile for development<\/em> (M4D), drawn from multiple studies, articles, and reflections on ICT4D interventions in LMIC countries, confronting them with threats and challenges raised.<\/p>\r\n\r\n\r\n<p style=\"background-color:#262261;color:#ffffff;padding-left:10px;margin: 60px 0 0 !important\"><strong>Greater financial independence and economic opportunities<\/strong><\/p>\r\n<p style=\"margin:0 0 25px\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/wpmu.mau.se\/nmict22group4\/wp-content\/uploads\/sites\/69\/2022\/10\/m4d_01.jpg\" alt=\"Asian women working on local market on street\" title=\"Photo by Quang Nguyen Vinh from Pexels\" width=\"1532\" height=\"464\" class=\"alignnone size-full wp-image-337\" srcset=\"https:\/\/wpmu.mau.se\/nmict22group4\/wp-content\/uploads\/sites\/69\/2022\/10\/m4d_01.jpg 1532w, https:\/\/wpmu.mau.se\/nmict22group4\/wp-content\/uploads\/sites\/69\/2022\/10\/m4d_01-300x91.jpg 300w, https:\/\/wpmu.mau.se\/nmict22group4\/wp-content\/uploads\/sites\/69\/2022\/10\/m4d_01-1024x310.jpg 1024w, https:\/\/wpmu.mau.se\/nmict22group4\/wp-content\/uploads\/sites\/69\/2022\/10\/m4d_01-768x233.jpg 768w, https:\/\/wpmu.mau.se\/nmict22group4\/wp-content\/uploads\/sites\/69\/2022\/10\/m4d_01-421x128.jpg 421w\" sizes=\"auto, (max-width: 1532px) 100vw, 1532px\" \/><\/p>\r\n\r\n<p>Mobile phones improve women\u2019s <strong>access to employment\/entrepreneurship opportunities<\/strong>. They allow <strong>higher financial control<\/strong> through the use of mobile phone-based bank accounts, money transfer services, digital payments, micro-financing, and rotating saving systems<a href=\"#note4\"><sup>4<\/sup><\/a> (see successful and revolutionary M-Pesa in East Africa <a href=\"https:\/\/www.vox.com\/future-perfect\/21420357\/kenya-mobile-banking-unbanked-cellphone-money\" rel=\"noopener\" target=\"_blank\">here<\/a> or <a href=\"https:\/\/www.reuters.com\/article\/ozabs-uk-kenya-banking-idAFKCN1RF1DS-OZABS\" rel=\"noopener\" target=\"_blank\">here<\/a>). <\/p>\r\n<p style=\"margin-bottom:0px !important;color:#21cfb3;line-height:60px\"><span style=\"font-size: 3em;color: #21cfb3\">\u26a0<\/span> <strong>But&#8230;<\/strong><\/p>\r\n<p>The use of mobile technologies in entrepreneurship and job seeking does not completely eliminate the difficulties experienced by women, because of <strong>intense market competition together with male control<\/strong><a href=\"#note5\"><sup>5<\/sup><\/a>. Also, financial technology (<em>fintech<\/em>) potentially enables additional challenges such as indebtedness, gambling, fraud, or weakening of essential social ties<a href=\"#note6\"><sup>6<\/sup><\/a>. Fintech fee-based business models may extract significant and much needed resources from poor communitiess<a href=\"#note7\"><sup>7<\/sup><\/a>.<\/p>\r\n\r\n<p style=\"background-color:#262261;color:#ffffff;padding-left:10px;margin: 60px 0 0 !important\"><strong>Access to non-financial opportunities<\/strong><\/p>\r\n<p style=\"margin:0 0 25px\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/wpmu.mau.se\/nmict22group4\/wp-content\/uploads\/sites\/69\/2022\/10\/m4d_02.jpg\" alt=\"Woman Falling In Line Holding Each Other\" title=\"Photo by mentatdgt from Pexels\" width=\"1532\" height=\"464\" class=\"alignnone size-full wp-image-344\" srcset=\"https:\/\/wpmu.mau.se\/nmict22group4\/wp-content\/uploads\/sites\/69\/2022\/10\/m4d_02.jpg 1532w, https:\/\/wpmu.mau.se\/nmict22group4\/wp-content\/uploads\/sites\/69\/2022\/10\/m4d_02-300x91.jpg 300w, https:\/\/wpmu.mau.se\/nmict22group4\/wp-content\/uploads\/sites\/69\/2022\/10\/m4d_02-1024x310.jpg 1024w, https:\/\/wpmu.mau.se\/nmict22group4\/wp-content\/uploads\/sites\/69\/2022\/10\/m4d_02-768x233.jpg 768w, https:\/\/wpmu.mau.se\/nmict22group4\/wp-content\/uploads\/sites\/69\/2022\/10\/m4d_02-421x128.jpg 421w\" sizes=\"auto, (max-width: 1532px) 100vw, 1532px\" \/><\/p>\r\n<p>Through mobile communication, women can <strong>nurture bigger informal and resource networks<\/strong> that provide support to overcome the lack of services and mobility, and the fragility of official institutional support. Thus, they can <strong>build resilience and agency<\/strong>, seeing their well-being and sense of security increase, along with their opportunities. <\/p>\r\n\r\n<p>Technology also facilitates <strong>access to information and services<\/strong>, potentially reducing asymmetries. For example, parents can register their children, or farmers can receive agricultural information through their mobile phones<a href=\"#note8\"><sup>8<\/sup><\/a>.<\/p>\r\n<p style=\"margin-bottom:0px !important;color:#21cfb3;line-height:60px\"><span style=\"font-size: 3em;color: #21cfb3\">\u26a0<\/span> <strong>But&#8230;<\/strong><\/p>\r\n\r\n<p>Mobile phones can be used as <strong>tools of social control<\/strong>, allowing surveillance practices and harassment of female users by their families, partners, or employers, justifying mobility restrictions and discouragement<a href=\"#note9\"><sup>9<\/sup><\/a>. Phones can be used in exchange for sex and to propitiate sexual relationships, <strong>exposing gender gaps<\/strong> and making unsupervised communication problematic in patriarchal cultures. They can also be a <strong>source of conflict<\/strong> in relationships, creating tensions and enabling deceptive tactics.<\/p>\r\n\r\n<p style=\"background-color:#262261;color:#ffffff;padding-left:10px;margin: 60px 0 0 !important\"><strong>Access to health<\/strong><\/p>\r\n<p style=\"margin:0 0 25px\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/wpmu.mau.se\/nmict22group4\/wp-content\/uploads\/sites\/69\/2022\/10\/m4d_03.jpg\" alt=\"A Man Wearing a Medical Gown Using a Smartphone\" title=\"Photo by Ivan Samkov from Pexels\" width=\"1532\" height=\"464\" class=\"alignnone size-full wp-image-347\" srcset=\"https:\/\/wpmu.mau.se\/nmict22group4\/wp-content\/uploads\/sites\/69\/2022\/10\/m4d_03.jpg 1532w, https:\/\/wpmu.mau.se\/nmict22group4\/wp-content\/uploads\/sites\/69\/2022\/10\/m4d_03-300x91.jpg 300w, https:\/\/wpmu.mau.se\/nmict22group4\/wp-content\/uploads\/sites\/69\/2022\/10\/m4d_03-1024x310.jpg 1024w, https:\/\/wpmu.mau.se\/nmict22group4\/wp-content\/uploads\/sites\/69\/2022\/10\/m4d_03-768x233.jpg 768w, https:\/\/wpmu.mau.se\/nmict22group4\/wp-content\/uploads\/sites\/69\/2022\/10\/m4d_03-421x128.jpg 421w\" sizes=\"auto, (max-width: 1532px) 100vw, 1532px\" \/><\/p>\r\n\r\n<p>There are several examples of mobile-health (<em>m-health<\/em>) projects that intend to <strong>increase community participation<\/strong>, <strong>bring people closer to service providers<\/strong>, <strong>improve treatment adherence and attendance<\/strong>, and simultaneously <strong>enable capacity building of healthcare professionals<\/strong><a href=\"#note10\"><sup>10<\/sup><\/a>. <strong>Improved access to information<\/strong> can contribute to strengthening sexual and reproductive rights, and positive changes in gender norms and better cooperation within couples have been identified in some interventions<a href=\"#note11\"><sup>11<\/sup><\/a>.<\/p>\r\n<p style=\"margin-bottom:0px !important;color:#21cfb3;line-height:60px\"><span style=\"font-size: 3em;color: #21cfb3\">\u26a0<\/span> <strong>But&#8230;<\/strong><\/p>\r\n<p><em>M-health<\/em> interventions may <strong>reinforce prior relational practices and dependence on men<\/strong>, without impacting gender norms. Increased autonomy and decision-making may have a potentially negative impact on women by affecting conjugal relationships, exacerbating gender inequalities, and <strong>exposing women to a higher risk of domestic violence<\/strong>.<\/p>\r\n\r\n<p>Women also face <strong>difficulties in distinguishing trustable sources<\/strong> among a myriad of misinformation, unsolicited information and hoaxes<a href=\"#note12\"><sup>12<\/sup><\/a>, the Covid-19 <em>infodemic<\/em> being a paradigmatic example.<\/p>\r\n\r\n<p style=\"background-color:#262261;color:#ffffff;padding-left:10px;margin: 60px 0 0!important\"><strong>Access to education<\/strong><\/p>\r\n<p style=\"margin:0 0 25px\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/wpmu.mau.se\/nmict22group4\/wp-content\/uploads\/sites\/69\/2022\/10\/m4d_04.jpg\" alt=\"Students Sitting Inside the Classroom While Using Their Smartphone\" title=\"Photo by RODNAE Productions from Pexels\" width=\"1532\" height=\"464\" class=\"alignnone size-full wp-image-349\" srcset=\"https:\/\/wpmu.mau.se\/nmict22group4\/wp-content\/uploads\/sites\/69\/2022\/10\/m4d_04.jpg 1532w, https:\/\/wpmu.mau.se\/nmict22group4\/wp-content\/uploads\/sites\/69\/2022\/10\/m4d_04-300x91.jpg 300w, https:\/\/wpmu.mau.se\/nmict22group4\/wp-content\/uploads\/sites\/69\/2022\/10\/m4d_04-1024x310.jpg 1024w, https:\/\/wpmu.mau.se\/nmict22group4\/wp-content\/uploads\/sites\/69\/2022\/10\/m4d_04-768x233.jpg 768w, https:\/\/wpmu.mau.se\/nmict22group4\/wp-content\/uploads\/sites\/69\/2022\/10\/m4d_04-421x128.jpg 421w\" sizes=\"auto, (max-width: 1532px) 100vw, 1532px\" \/><\/p>\r\n<p>Mobile phones may <strong>enhance the acquisition of knowledge<\/strong>, increasing women&#8217;s basic literacy skills and <strong>supplementing school-education <\/strong>by opening access to content.<\/p>\r\n<p style=\"margin-bottom:0px !important;color:#21cfb3;line-height:60px\"><span style=\"font-size: 3em;color: #21cfb3\">\u26a0<\/span> <strong>But&#8230;<\/strong><\/p>\r\n<p>The use of phones in educational settings may be a <strong>source of distractions<\/strong> and hamper learning, <strong>increasing social pressure<\/strong> related to phone ownership, and <strong>intensifying bullying or harassment<\/strong>. <strong>Sleep disturbance<\/strong>, inappropriate propositions by teachers, and widespread of pornography and sexting <strong>increase female objectification<\/strong> and reinforce sexism among males<a href=\"#note13\"><sup>13<\/sup><\/a>.<\/p>\r\n<p>At the same time, the usual commoditization of social relations can lead to the expansion of sexual networks, early marriages or the engagement in transactional sex, what could result in a <strong>disinvestment in education<\/strong><a href=\"#note14\"><sup>14<\/sup><\/a>.<\/p>\r\n\r\n<p>&nbsp;<\/p>\r\n<h3>In short, what is hampering women\u2019s empowerment through mobile phones and perpetuating social imbalances?<\/h3>\r\n\r\n<p><strong>Infrastructural deficiencies, cost, and affordability<\/strong> are still major obstacles to mobile adoption, as stated by the latest GSMA report on the subject. Phone sharing is an answer to the lack of affordability, impeding access to services, increasing dependence and limiting exploration time. Mobile adoption is also hampered by the lower likelihood of women having the necessary documentation for getting a SIM card or opening a bank account<a href=\"#note4\"><sup>4<\/sup><\/a>.<\/p>\r\n\r\n<p><strong>Education-related barriers<\/strong>, such as lack of literacy, the gendered division of labor and domestic responsibilities impair learning and handling devices, and there is no recorded reduction in women\u2019s workload resulting from the use of smartphones.<\/p>\r\n\r\n<p>Evidence suggests that mobile technology can reinforce patriarchal power relations. Men are better prepared and in a better social position to benefit from the new possibilities, which may further widen the divide between genders. Also, they dominate the digital world, shaping it to their own interests and needs, setting back the potential to improve women\u2019s lives. The use of mobile phones can also facilitate luring practices for transactional sex, promote the initiation of relationships and influence relational dynamics by introducing etiquettes of calling and airtime purchase<a href=\"#note13\"><sup>13<\/sup><\/a>.<\/p>\r\n\r\n<p>Thus, despite the enormous potential of technological advances, it would be reductive to consider technology as the solution to address poverty and inequality because it, too, is intertwined with social and cultural dynamics, shaping and being shaped by the contexts where it is implemented.<\/p>\r\n\r\n<p>&nbsp;<\/p>\r\n<p><strong>Are you an advocate of <em>mobile for development<\/em>?
