The situation and prospects of the Rohingya refugees are uncertain.<\/p>\n<h2>ICT for development (ICT4D)<\/h2>\n<p>The use of Information and Communication Technology (ICT) for Development, known as ICT4D, has been studied for decades by scholars such as <a href=\"https:\/\/www.research.manchester.ac.uk\/portal\/richard.heeks.html\" target=\"_blank\" rel=\"noopener\">Richard Heeks<\/a>. ICT4D, a term in circulation since at least 1996, is the application of computers, phones, the internet and other technologies to promote development and human rights.<\/p>\n<p>Mobile photography by Rohingya refugees is an example of ICT4D. Their pictures, capturing scenes of children playing or studying, people praying, working and even protesting, reach a global audience through social media platforms such as Facebook, Instagram and Twitter.<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\"><a href=\"https:\/\/twitter.com\/hashtag\/Photography?src=hash&amp;ref_src=twsrc%5Etfw\">#Photography<\/a> is an art of love. Even though there are some small businesses, most refugees survive thanks to the charity provided by the UN and some NGOs. Being stateless, they cannot buy SIM cards in Bangladesh and need to find ways to get them illegally. Moreover, the refugees had to face an<a href=\"https:\/\/www.rfa.org\/english\/news\/myanmar\/bangladesh-rohingya-08312020072225.html\" target=\"_blank\" rel=\"noopener\"> internet blackout<\/a> imposed by the Bangladesh authorities for almost one year between 2019 and 2020.<\/p>\n<p>In 2017, some Rohingya people took pictures and videos of the violence committed by the military and Buddhist militants and the <a href=\"https:\/\/data.unhcr.org\/en\/situations\/myanmar_refugees\" target=\"_blank\" rel=\"noopener\">exodus<\/a> to Bangladesh. Sharing those videos and photos on social media, they called the attention of the international press. Even today in Myanmar\u00b4s Rakhine state, Rohingya Muslims are sharing videos of military attacks against their village in the middle of the conflict between the Myanmar Army and the Arakan Army guerrilla.<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">Rohingya villagers from Gudam Fara, Thayet Taung hamlet, <a href=\"https:\/\/twitter.com\/hashtag\/Buthidaung?src=hash&amp;ref_src=twsrc%5Etfw\">#Buthidaung<\/a> are fleeing as the clashes between <a href=\"https:\/\/twitter.com\/hashtag\/Myanmar?src=hash&amp;ref_src=twsrc%5Etfw\">#Myanmar<\/a> Military and <a href=\"https:\/\/twitter.com\/hashtag\/Rakhine?src=hash&amp;ref_src=twsrc%5Etfw\">#Rakhine<\/a>&#39;s Arakan Army intensified on Sep. 25.<\/p>\n<p>There&#39;s neither safety nor protection for the remaining <a href=\"https:\/\/twitter.com\/hashtag\/Rohingya?src=hash&amp;ref_src=twsrc%5Etfw\">#Rohingya<\/a> population in the ongoing <a href=\"https:\/\/twitter.com\/hashtag\/genocide?src=hash&amp;ref_src=twsrc%5Etfw\">#genocide<\/a>. <a href=\"https:\/\/t.co\/8xSaAxAuAa\">pic.twitter.com\/8xSaAxAuAa<\/a><\/p>\n<p>&mdash; The Rohingya Post (@TheRohingyaPost) <a href=\"https:\/\/twitter.com\/TheRohingyaPost\/status\/1573974675415244802?ref_src=twsrc%5Etfw\">September 25, 2022<\/a><\/p><\/blockquote>\n<p><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n<h2>A magazine by Rohingya photographers<\/h2>\n<p><a href=\"https:\/\/twitter.com\/SahatZia_Hero?s=20&amp;t=8vMxehRWzQcSId72g2fJIw\" target=\"_blank\" rel=\"noopener\">Sahat Zia Hero<\/a>, a Rohingya born in 1994 in Rakhine state, was studying Physics at Sittwe University but his studies were interrupted because of the discrimination against his community. He had to flee Myanmar in 2017 and now lives in a refugee camp in Bangladesh. In 2022 Sahat Zia Hero founded <a href=\"https:\/\/www.rohingyatographer.org\/\" target=\"_blank\" rel=\"noopener\">Rohingyatographer Magazine<\/a>, a platform for Rohingya photographers.<\/p>\n<p>From 1 to 14 September 2022, around 50 pictures by Rohingya photographers were showcased at the Cox\u00b4s Bazar Cultural Center in Bangladesh. The exhibit can still be <a href=\"https:\/\/www.rohingyatographer.org\/exhibition\" target=\"_blank\" rel=\"noopener\">visited virtually<\/a> on the Rohingyatographer Magazine website. Besides, three Rohingya refugees, Omal Khair, Dil Kayas and Azimul Hasson, have shared their photos in the book <a href=\"https:\/\/www.fortifyrights.org\/a-chance-to-breathe\/\" target=\"_blank\" rel=\"noopener\"><em>A Chance to Breathe<\/em><\/a>, published by <a href=\"https:\/\/fotoevidence.com\/books\/a-chance-to-breathe-by-omal-khair-dil-kayas-and-azimul-hasson\" target=\"_blank\" rel=\"noopener\">PhotoEvidence<\/a>. Another publication of Rohingya photographers is \u00a0<a href=\"https:\/\/rohingyaphoto.com\/\" target=\"_blank\" rel=\"noopener\">Rohingya Photography Competition.\u00a0<\/a><\/p>\n<p>The work of these photographers speaks of grief and loss, but also of dreams and hope, even within the dire situation of the refugee camps.
